Commute times are normal. $10\%$ of commutes are under $40$ minutes and $5\%$ are over $80$ minutes. Using $z = -1.28$ for the $10$th percentile and $z = 1.645$ for the $95$th, find the mean commute time to the nearest tenth of a minute.
