A machine fills bags whose weights are normal. The mean and the standard deviation can both be adjusted, but two rules must hold: at most $2.5\%$ of bags may weigh less than $500$ g, and at most $16\%$ may weigh more than $515$ g. Using the empirical rule, what is the largest standard deviation, in grams, that meets both rules?
