A line plot shows pieces of wood, in inches. Above $\dfrac{1}{8}$ there are $3$ X's, above $\dfrac{3}{8}$ there are $4$ X's, above $\dfrac{5}{8}$ there are $2$ X's, and above $\dfrac{7}{8}$ there are some X's, at least $1$ but fewer than $9$. All the pieces are glued end to end into sticks that are each exactly $1$ inch long, and every piece is used. How many $1$-inch sticks are made?
