A line plot has the numbers $1$ through $7$. It is perfectly balanced: the stacks above $1$ and $7$ have the same number of X's, the stacks above $2$ and $6$ match, and the stacks above $3$ and $5$ match. There are $21$ X's in all. What is the total of all the values shown on the plot?
