Ms. Lee has $7$ pounds of clay. Each small pot uses $\dfrac{1}{4}$ pound of clay and each large pot uses $\dfrac{2}{3}$ pound. She makes twice as many small pots as large pots and uses up all of the clay. How many pots does she make in all?
