Twenty whole-number scores are shown on a dot plot with mean $7.4$. The teacher discovers that every dot drawn at $10$ should have been at $9$ and every dot drawn at $3$ should have been at $4$. After the fix the mean is $7.25$. There were twice as many dots at $10$ as at $3$. How many dots were at $10$?
