A dot plot shows how many books each student read over the summer. There are $3$ dots above $2$, $4$ dots above $3$, $2$ dots above $4$ and $1$ dot above $5$. Some new students join, and each new student read $9$ books. What is the smallest number of new students needed to make the mean at least $4$ books?
