In a class, $7$ students have $0$ pets, $9$ have $1$ pet, $5$ have $2$ pets and $4$ have $3$ pets. The median number of pets is $1$. Some new students join, and each of them has $3$ pets. What is the smallest number of new students that makes the median number of pets equal to $2$?
