A survey is mailed to $1000$ randomly chosen residents. Of the $400$ who respond, $120$ favor a proposal. To deal with nonresponse, the researchers take a simple random sample of $50$ of the $600$ nonrespondents and interview each of them in person; $20$ of these favor the proposal. Estimate the percent of all $1000$ residents who favor the proposal.
