A bar chart shows three bars, but its vertical axis starts at $40$ instead of $0$. On the page, the middle bar looks exactly twice as tall as the shortest bar and the tallest bar looks exactly four times as tall as the shortest. In fact the tallest count is only $1.6$ times the shortest count. What is the total of the three counts?
