A relay tower $T$ directly communicates with towers $1$ and $2$, and towers $1$ and $2$ also communicate with each other. Separately, $T$ also communicates with towers $3$ and $4$, and towers $3$ and $4$ communicate with each other too. Any two towers that communicate must use different frequencies. What is the fewest frequencies needed for all five towers?
