The Coordinate Plane · Hard problem

On a town grid, each unit is one block. A bus leaves its garage at $(2, 3)$, drives to a school at $(9, 3)$, then to a park at $(9, 11)$, and then back to the garage. It only drives along the grid streets and always takes a shortest route. How many blocks does it drive in all?
